Hi, I assume this shim sits between rim and hub and over the taper of the stud itself? I've tried sliding over the stud before screwing stud into hub but it is too smaller diameter.

No this shim fits between the stud and hub as you screw in the stud. It sets up the taper on the stud better on some hubs so the wheel rim locates
